The recommendation follows an extensive consultation involving priests, deacons, religious communities, lay Catholics, diocesan councils, trustees and Catholic schools. Nine in-person meetings were held, and an online questionnaire received 840 responses. The consultation found broad support among clergy and openness among lay Catholics to unification, provided local identities are respected.
